House Speaker Mike Johnson told NBC News\u2019 \u201cMeet the Press\u201d that Congress would \u201cwork through\u201d President Donald Trump\u2019s promise to give $5,000 to American adults if Republicans keep the House and Senate after the midterm elections, but he did not commit to ensuring the president\u2019s proposal was executed.
\u201cI commit that Congress will work through it and find consensus on that, like I have to do everything else,\u201d Johnson said, when asked whether he would commit to carrying out Trump\u2019s promise.
Johnson said \u201cit takes some time,\u201d pointing to Republicans\u2019 slim majorities.
\u201cI never go out and give big commitments on the front end because I\u2019ve got to work through it, and that\u2019s what we do every single day,\u201d he said.
\u201cPresident Trump promised that to voters, though,\u201d said moderator Kristen Welker. \u201cYou\u2019re not willing to double down on that promise?\u201d
Johnson replied, \u201cI\u2019ll work with the president hand in hand, as I do all the time, and we\u2019ll deliver for the American people.\u201d
\u201cThat\u2019s the promise,\u201d he added.
At Republicans\u2019 midterm convention in Dallas, Trump spoke on both nights, making a promise to the American people on Wednesday to issue $5,000 checks called the \u201cTrump dividend\u201d if Republicans do well in the midterms. The move sparked concerns from from Democrats, some Republicans and economic experts. Critics have characterized the president\u2019s promise<\/a> as an attempt to bribe voters and said that the move would drive up inflation.
\u201cSo if the Republicans win, you win with us, and you get $5,000. It will be called the Trump dividend,\u201d the president told attendees.
Asked later whether Congress would need to approve such a disbursement of funds, Trump told CBS News,<\/a> \u201cWe think not,\u201d but added: \u201cI think they will do it if we needed it.\u201d
Economic experts have warned<\/a> that the proposal, if it comes to fruition, could add to the country\u2019s towering debt <\/a>and drive up inflation. Some Republicans, like Florida Gov. Ron DeSantis, have issued similar warnings. Sending $5,000 payments to every U.S. adult could cost about $1.3 trillion.
Asked why he would want to add to the national debt, Johnson said, \u201cI don\u2019t want to add to that.\u201d He argued that \u201cwe\u2019re not going to get further in debt if this idea was implemented.\u201d Commerce Secretary Howard Lutnick said last week that the money would not be paid for with taxpayer dollars. Instead, Lutnick said that the administration could \u201cearn the money that Donald Trump wants to pay out.\u201d It\u2019s unclear how this would work.
Senate Majority Leader John Thune, R-S.D., sidestepped a question <\/a>Thursday on Fox News about whether congressional Republicans would support such a measure.
\u201cWell, that\u2019s a good question. And we\u2019ll cross our bridge when we come to it,\u201d he said.
Johnson also addressed the war with Iran, which shows no signs of resolving soon. Congress controls the nation\u2019s funding, but Republicans have largely been willing to provide the administration with requested funds. Asked whether the White House has a blank check to continue the war, Johnson said \u201cno.\u201d
\u201cThe war is not continuing,\u201d he added. \u201cWhat we\u2019re trying to do now is resolve what has already been a big success.\u201d
The U.S. and Iran, though, have continued sporadic strikes<\/a>, while shipping across the Strait of Hormuz remains far below<\/a> the levels before the war began. Higher gas and oil prices show no signs of relenting. A recent NBC News poll found that 69% of U.S. adults disapprove of the president\u2019s handling of the war.
The national average gas price<\/a> sits at $4.31 per gallon, which is a $1.33 increase since the war began. Johnson acknowledged that \u201cwe got to make sure that gas prices are down at planet Earth,\u201d adding: \u201cThat\u2019s what the president works on every single day.\u201d
Last week, Trump said at the Republican midterm convention<\/a> that the war would \u201cbe over very shortly after the election.\u201d
Asked whether he was confident the war would be over by the 2028 presidential election, Johnson said, \u201cOf course, we certainly plan for that to be true.\u201d
\u201cAnd I would like it to be done, of course, today, certainly before the midterm election. But that\u2019s just about a little more than 50 days away right now, and so we\u2019re going to be realistic about this,\u201d he said, adding that the war was \u201ca complex situation.\u201d
\u201cWe believe it\u2019ll be resolved soon,\u201d he added later. \u201cThe president says right after the election, and I certainly pray and hope that that\u2019s right.\u201d
