It required at least two more votes to pass, as tied votes fail in the House.<br \/>In a sign that Democrats had solidified in opposition to the war, three congressmen who had voted against <a href=\"https:\/\/www.theguardian.com\/us-news\/2026\/mar\/05\/us-house-war-powers-resolution-vote\" data-link-name=\"in body link\">a previous resolution in March<\/a> \u2013 Henry Cuellar of Texas, Greg Landsman of Ohio and Juan Vargas of California \u2013 voted in favor of this attempt. Jared Golden of Maine was the sole Democrat to vote in opposition, and Thomas Massie of Kentucky the only Republican to vote for passage. Ohio\u2019s Warren Davidson voted present, after voting in favor last month.<br \/>Two Democrats who shifted their positions said they were dissatisfied with Trump\u2019s handling of the conflict and were concerned that it could turn into a costly open-ended engagement.<br \/>\u201cIt\u2019s time to be done,\u201d Landsman said in a statement, last month that announced he would back Meeks\u2019s resolution when it came to the floor.<br \/>Arguing that the <a href=\"https:\/\/www.theguardian.com\/us-news\/trump-administration\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\">Trump administration<\/a> had degraded Iran\u2019s ability to manufacture missiles and drones and disrupted their ability to obtain a nuclear weapon, he said: \u201cI trust our military planners and generals to execute on these goals. They have done so, and now it is time for the administration to end the operation before we become entangled in a conflict with no strategic logic.\u201d<br \/>Cuellar announced his support for the resolution after Trump \u2013 just before <a href=\"https:\/\/www.theguardian.com\/us-news\/2026\/apr\/07\/trump-iran-war-ceasefire\" data-link-name=\"in body link\">announcing<\/a> a temporary ceasefire in the conflict that continues to hold \u2013 <a href=\"https:\/\/www.theguardian.com\/world\/2026\/apr\/07\/israel-warns-iran-lives-at-risk-if-they-use-trains-trump-deadline\" data-link-name=\"in body link\">warned<\/a> that a \u201cwhole civilization will die\u201d if Iran did not agree to his demands.<br \/>\u201cWhen the United States echoes the rhetoric of its adversaries, we risk weakening the values that have long defined our leadership. America has always stood for something higher, especially restraint and moral clarity, and that\u2019s what the world expects from us,\u201d Cuellar said, adding that information he received about US strategy in the conflict has \u201cnot been sufficient\u201d.<br \/>In a <a href=\"https:\/\/www.axios.com\/2026\/04\/16\/trump-iran-war-powers-vote-fails-democrats\" data-link-name=\"in body link\">statement<\/a>, Golden, who is retiring after his current term, noted there were now intense negotiations between the US and Iran during the two-week ceasefire, and claimed \u201ca resolution like this would weaken our hand\u201d.<br \/>Talks held in Pakistan over the weekend between JD Vance and Iranian officials failed to reach an agreement to extend the ceasefire beyond its 22 April expiry, with the US vice-president <a href=\"https:\/\/www.theguardian.com\/world\/2026\/apr\/12\/jd-vance-says-no-deal-us-iran-pakistan-talks-islamabad\" data-link-name=\"in body link\">saying<\/a> Tehran refused to give up its nuclear program.
