We don\u2019t see why it would have to occur, and we find no justification whatsoever.\u201d<br \/>Tensions between the U.S. and Cuba have been escalating following the U.S. military operation in Venezuela that led to the capture of that nation\u2019s president, <a href=\"https:\/\/www.nbcnews.com\/world\/venezuela\/maduro-legitimate-president-venezuela-delcy-rodriguez-interview-trump-rcna258687\" target=\"_blank\">Nicol\u00e1s Maduro<\/a>, who had a close relationship with Cuba\u2019s leadership.<br \/>During a press conference following the operation, U.S. President Donald Trump and Secretary of State Marco Rubio warned that military intervention in Cuba could be next, with Rubio <a href=\"https:\/\/www.nbcnews.com\/politics\/national-security\/marco-rubio-believes-cuba-trouble-havana-maduro-military-venezuela-rcna252150\" target=\"_blank\">saying at the time<\/a>, \u201cIf I lived in Havana and I was in the government, I\u2019d be concerned.\u201d<br \/>Cuban hospitals struggle to treat patients<br \/>In January, the president <a href=\"https:\/\/www.nbcnews.com\/world\/latin-america\/trump-threatens-tariffs-country-selling-oil-cuba-backing-mexico-corner-rcna256658\" target=\"_blank\">signed an executive order <\/a>threatening to impose tariffs on goods from countries that sold or provided oil to Cuba. Residents of the island have <a href=\"https:\/\/www.nbcnews.com\/world\/cuba\/cuba-daily-life-shortages-oil-embargo-us-relations-rcna263646\" target=\"_blank\">suffered daily power outages<\/a> amid<a href=\"https:\/\/www.cnbc.com\/2026\/03\/20\/cuba-crisis-fuel-tankers-russia-oil-gas-energy-us-trump.html\" target=\"_blank\"> the U.S. blockade<\/a>. Power grids in the country <a href=\"https:\/\/www.nbcnews.com\/world\/cuba\/cubas-power-grid-collapses-electricity-3rd-time-month-rcna264598\" target=\"_blank\">collapsed<\/a> Saturday, leaving the country without electricity for a third time this month.<br \/>On Saturday, Fern\u00e1ndez de Coss\u00edo said the oil blockade is the result of the United States\u2019 aggression against Cuba and it \u201ccannot be sustained forever.\u201d<br \/>\u201cWhat\u2019s happening today is that the U.S. is threatening with coercive measures countries that might export fuel to Cuba, and that\u2019s the reason why Cuba has not received fuel for a long time,\u201d the deputy foreign minister said. \u201cIt is very severe, and we are acting as proactively as we can to cope with the situation. We do hope that fuel will reach Cuba one way or the other, and that this boycott that the United States has been imposing does not last and cannot be sustained forever.\u201d<br \/>Earlier this month, Trump said that Cuba \u201c<a href=\"https:\/\/www.nbcnews.com\/politics\/trump-administration\/live-blog\/trump-dhs-kristi-noem-markwayne-mullin-epstein-gonzales-live-updates-rcna261253\" target=\"_blank\">is going to fall pretty soon<\/a>\u201d and its leaders \u201cwant to make a deal so badly.\u201d Later in the month, Trump told reporters <a href=\"https:\/\/www.nbcnews.com\/video\/shorts\/trump-says-he-believes-he-will-have-the-honor-of-taking-cuba-259434565658\" target=\"_blank\">he would have the \u201chonor\u201d<\/a> of taking Cuba, saying, \u201cI think I could do anything I want with it.\u201d Those comments came just a few days after Cuban President Miguel D\u00edaz-Canal acknowledged that Cuban leaders <a href=\"https:\/\/www.nbcnews.com\/world\/cuba\/cuba-president-miguel-diaz-canel-talks-us-trump-blackout-oil-rcna263323\" target=\"_blank\">were in talks with U.S. leaders<\/a> to make a deal and avoid military conflict.<br \/>On Saturday, responding to Trump\u2019s comments about having the \u201chonor\u201d of taking over Cuba, Fern\u00e1ndez de Coss\u00edo said, \u201cWe don\u2019t know what they\u2019re talking about. But I can tell you this, Cuba is a sovereign country and has the right to be a sovereign country.\u201d<br \/>Fern\u00e1ndez de Coss\u00edo also responded to comments Rubio made at the White House this week in which the secretary of state told reporters that Cuba is \u201cin a lot of trouble, and the people in charge are \u2014 they don\u2019t know how to fix it, so they have to get new people in charge.\u201d<br \/>The Cuban official insisted that regime change was not on the table in talks between the two nations.<br \/>\u201cThe nature of the Cuban government, the structure of the Cuban government and the members of the Cuban government are not part of the negotiation. That is something that no sovereign country negotiates,\u201d Fern\u00e1ndez de Coss\u00edo told \u201cMeet the Press.\u201d<br \/>Asked whether Cuban leaders would be prepared to allow more than one political party to operate in the country, Fern\u00e1ndez de Coss\u00edo slammed the U.S. political system, saying, \u201cIt\u2019s a domestic issue of Cuba. The United States has only two political parties that can go to government. Are they ready to negotiate, to have 10 with equal possibilities of getting to the presidency, of getting in Congress?
