Hellyer, a senior associate fellow at the Royal United Services Institute in London, told NBC News. France is \u201cthe closest thing to a yes,\u201d he said, though even Macron is talking about something \u201cpurely defensive.\u201d<br \/>\u201cThat\u2019s a long way from an actual mission, and I don\u2019t expect one to happen.
