The outbreak of conflict between Israel and the United States against Iran, triggered by joint US-Israeli strikes across Iran<\/a>, has drawn frantic calls for calm as deep consternation spreads across globe.
Criticism has mounted against Washington for taking part in the attacks while still engaged in nuclear negotiations with Tehran. Anger has also surfaced in Gulf states caught up in the conflict<\/a>, as Iran launches retaliatory missile strikes against US military assets hosted on their soil.
Here is a breakdown of how countries and institutions are responding:
United States<\/strong>
President Donald Trump announced that the US was engaged in a \u201cmajor combat operation\u201d aimed at \u201celiminating threats from the Iranian regime\u201d on Saturday morning, as missiles hit numerous areas in Tehran and across the country. Trump pledged to raze Iran\u2019s missile industry<\/a> and destroy its navy, while urging the Iranian people to overthrow the government.
Israel<\/strong>
A senior Israeli defence official told the Reuters news agency the joint US-Israeli attacks had been planned for months, with a specific date set weeks ago. Prime Minister Benjamin Netanyahu claimed the attacks aimed to remove an \u201cexistential threat\u201d posed by Iran. He said the attacks would \u201ccreate the conditions for the brave Iranian people to take their fate into their own hands\u201d.<\/p>\n

Iran<\/strong>
Iran\u2019s Ministry of Foreign Affairs accused Israel and the US of violating the United Nations charter with their attacks and pledged a harsh response, as the country waged retaliatory attacks on Israel as well as in several Gulf states that host US military assets, including Qatar, the United Arab Emirates, Bahrain and Kuwait. \u201cAll American and Israeli assets and interests in the Middle East have become a legitimate target,\u201d a senior Iranian official told Al Jazeera. \u201cThere are no red lines after this aggression.\u201d
Hezbollah\u00a0<\/strong>
Lebanon\u2019s Hezbollah condemned the US-Israeli attacks as a \u201cblatant violation of international law and the United Nations Charter\u201d, saying it was an attempt to destabilise the region and force its people \u201cto accept domination and occupation schemes\u201d.
It declared solidarity with Iran and called on people in the region to \u201cconfront this aggressive plan and recognise its danger\u201d.
United Nations\u00a0<\/strong>
UN Secretary-General Antonio Guterres condemned the \u201cmilitary escalation\u201d and called for an \u201cimmediate cessation of hostilities\u201d.
\u201cThe use of force by the United States and Israel against Iran, and the subsequent retaliation by Iran across the region, undermine international peace and security,\u201d he said, warning of the risks of a wider regional conflict with \u201cgrave consequences for civilians and regional stability\u201d.
The UN Security Council will hold an emergency meeting on Saturday.
European Union<\/strong>
European \u2060Commission President \u2060Ursula von der Leyen and European Council \u2060President Antonio Costa called the conflict \u201cgreatly concerning\u201d and urged all parties \u201cto exercise maximum restraint, to protect civilians, \u200cand to fully respect international law\u201d.
Red Cross<\/strong>
Mirjana Spoljaric, president of the International Committee of the Red Cross, called on countries to respect the rules of war and urged them to find the political will to prevent \u201cfurther death and destruction\u201d. She warned that \u201ca dangerous chain reaction\u201d of military escalation was under way across the Middle East, \u201cwith potentially devastating consequences for civilians\u201d.
Oman<\/strong>
The main mediator in ongoing US-Iran negotiations, Oman expressed dismay at the outbreak of violence. Foreign Minister Badr Albusaidi said the conflict would not serve US interests, nor the interests of global peace, and urged Washington \u201cnot to get sucked in\u201d further.
The country\u2019s Ministry of Foreign Affairs called on \u201call parties to immediately cease military operations\u201d and for \u201cthe United Nations Security Council to convene an emergency meeting to impose a ceasefire\u201d.
Germany, France, the UK<\/strong>
In a joint statement, the prime ministers of the three countries said they \u201ccondemn Iranian attacks on countries in the region in the strongest terms\u201d and remain committed \u201cto regional stability and to the protection of civilian \u2060life.\u201d They also said they \u200cwant a resumption of US-Iran negotiations.
Separately, French President Emmanuel Macron \u2060called for an urgent meeting of the UN Security Council, \u2060saying the conflict carries \u201cserious consequences\u201d for international peace and security. \u201cThe current escalation is dangerous for everyone. It must stop,\u201d he said.<\/p>\n

UK Prime Minister Keir Starmer said in an address that UK forces \u201care active and British planes are in the sky today as part of coordinated regional defensive operations\u201d.
\u201cIran can end this now,\u201d he said, calling on them to \u201cgive up their weapons programmes, and cease the appalling violence and repression against the Iranian people\u201d.
Qatar<\/strong>
The Ministry of Foreign Affairs strongly condemned Iran for firing missiles at Qatari territory, which is home to the Al Udeid Air Base that hosts US troops. The ministry called the attacks a flagrant violation of Qatar\u2019s national sovereignty and a direct assault on its security. It added that Qatar reserves the right to respond, as per international law.
United Arab Emirates<\/strong>
The Ministry of Defence condemned in the \u201cstrongest terms\u201d Iran\u2019s attacks on its territory, several of which it said its air defences intercepted. It called the attack \u201ca dangerous escalation and a cowardly act that threatens the security and safety of civilians\u201d, stressing that the UAE has the \u201cfull right\u201d to respond.
Bahrain<\/strong>
Bahrain confirmed that an Iranian missile attack targeted the headquarters of the US Navy\u2019s 5th Fleet that it hosts, and called the attack \u201ctreacherous\u201d.<\/p>\n

Kuwait<\/strong>
The Ministry of Foreign Affairs denounced the Iranian attack on its soil as a \u201cflagrant violation\u201d of international law and said it had the right to respond. It warned that any additional escalation would only deepen regional instability.
Saudi Arabia<\/strong>
Saudi Arabia condemned in the \u201cstrongest terms\u201d the Iranian attacks on Gulf Arab states and warned of \u201cdire consequences\u201d.
Turkiye<\/strong>
The Ministry of Foreign Affairs called on \u201call parties\u201d to end the spiral of violence, which it stressed started with US-Israeli attacks on Iran. \u201cThe events that began with Israel and the US attacking Iran, and continued with Iran targeting third countries, are of a nature that risks the future of our region and global stability,\u201d said the ministry.
Pakistan<\/strong>
Foreign Minister Ishaq Dar \u201cstrongly condemned the unwarranted attacks against Iran and called for an immediate halt to escalation through urgent resumption of diplomacy to achieve a peaceful, negotiated resolution to the crisis\u201d.
Russia<\/strong>
Dmitry Medvedev, deputy chairman of Russia\u2019s Security Council, accused the US of having used its nuclear talks with Iran as a cover-up before military operations. The country\u2019s Ministry of Foreign Affairs urged the international community to swiftly deliver an objective assessment of what it called irresponsible \u2060actions that risk \u2060further destabilising the region.
China<\/strong>
The Ministry of Foreign Affairs urged \u201can immediate halt to military actions\u201d and appealed for \u201cthe resumption of dialogue and negotiations\u201d to maintain regional peace and stability. It stressed that \u201cIran\u2019s national sovereignty, security and territorial integrity should be respected.\u201d
India<\/strong>
The Ministry of External Affairs called on all parties to \u201cexercise restraint\u201d and \u201cavoid escalation\u201d. It said \u201cdialogue and diplomacy should be pursued\u201d and that \u201csovereignty and territorial integrity of all states must be respected.\u201d The statement came several days after the country\u2019s Prime Minister Narendra Modi travelled to Israel<\/a> and hailed their \u201cvital\u201d partnership.
Ukraine<\/strong>
The \u2060Ministry of Foreign Affairs accused Iran of being responsible for the chain of events leading to the conflict, including its crackdown on protests earlier this year<\/a>. \u201cThe cause of the current \u2060events is precisely \u2060the violence and impunity of the Iranian regime, \u2060in particular the killings and \u2060repression of \u2060peaceful protesters, which have become particularly widespread in recent \u200cmonths,\u201d said the Foreign Ministry.
Norway<\/strong>
Foreign Minister Espen Barth said the initial attack on Iran by Israel breached standards of international law. \u201cThe attack is \u2060described by Israel as a preventive strike, but \u2060it is not in line with international law,\u201d said Barth. \u201cPreventive attacks require an immediately imminent threat.\u201d
Belgium\u00a0<\/strong>
Foreign Minister Maxime Prevot said the Iranian people \u201cmust not pay the price for their government\u2019s choices. We deeply regret that diplomatic efforts could not lead earlier to a negotiated solution.\u201d
