Video shared by the county showed mud and floodwaters <a href=\"https:\/\/www.instagram.com\/p\/DSqMRKZEmMm\/?hl=en\" target=\"_blank\">rushing past cabins in a pine forest<\/a>.<br \/>\u201cIt was pretty dynamic,\u201d Prater said on Thursday, adding that officials were still tallying up the number of people rescued. \u201cWe still have crews out there. They\u2019re providing life-safety first and trying to divert the water and mud and debris flows as best we can to help properties.\u201d<br \/>California Gov. Gavin Newsom <a href=\"https:\/\/news.caloes.ca.gov\/governor-newsom-proclaims-state-of-emergency-to-support-response-in-multiple-counties-due-to-late-december-storms\/\" target=\"_blank\">declared a state of emergency on Wednesday<\/a> as the deluge pummeled Southern California. The situation could get worse until the region begins to dry out this weekend.<br \/>More than <a href=\"https:\/\/poweroutage.us\/area\/state\/california\" target=\"_blank\">100,000 customers in California<\/a> had no power on Thursday afternoon.<br \/>The National Weather Service said <a href=\"https:\/\/forecast.weather.gov\/product.php?site=CRH&#038;product=RER&#038;issuedby=LOX\" target=\"_blank\">daily rainfall records for Christmas Eve were broken<\/a> at Los Angeles International Airport, Hollywood Burbank Airport, in Oxnard, and Woodland Hills, among other locations. As much as <a href=\"https:\/\/forecast.weather.gov\/product.php?site=LOX&#038;issuedby=LOX&#038;product=AFD&#038;format=CI&#038;version=1&#038;glossary=1\" target=\"_blank\">10 inches of rain fell<\/a> in parts of the foothills near Los Angeles.<br \/>Forecasters are expecting two more bouts of rainfall, with heavy showers and a chance of thunderstorms, through Friday.<br \/>\u201cThe potential for flooding will be high during this period,\u201d forecasters wrote on Thursday. \u201cAny rainfall that occurs will immediately turn to run off.\u201d<br \/>Videos from Los Angeles showed highways flooded with water, mud and debris, as well as <a href=\"https:\/\/www.instagram.com\/reels\/DSqAS7WAZB3\/\" target=\"_blank\">water pouring off of commercial buildings<\/a>.<br \/>The severe weather resulted in at least two deaths on Wednesday.<br \/>A San Diego man in his 60s or 70s died after going into cardiac arrest when a tree splintered and a large branch fell on him, <a href=\"https:\/\/www.nbcsandiego.com\/news\/local\/city-heights-man-killed-by-falling-tree-limb-on-christmas-eve\/3951142\/\" target=\"_blank\">NBC San Diego reported<\/a>.<br \/>The man, Roberto Ruiz, was planning to celebrate Christmas Eve with family at his house, according to Zenaida Rodriguez, who identified herself as the victim\u2019s daughter-in-law. She said Ruiz had gone outside to move his car when he was hit by the branch.<br \/>\u201cThis is a father, a grandpa \u2014 my son\u2019s two-and-a-half, my daughter\u2019s 15,\u201d Rodriguez told NBC San Diego. \u201cHow do you go home on Christmas Eve and tell your kids that their grandpa\u2019s dead?\u201d<br \/>And in Sacramento County, sheriff\u2019s deputy James Caravallo died in what appeared to be a weather-related crash while driving to work, according to the Sacramento County Sheriff\u2019s Office.<br \/>\u201cDeputy Caravallo was a dedicated employee who proudly served our agency for 19 years,\u201d the office <a href=\"https:\/\/x.com\/sacsheriff\/status\/2003970080170971546\" target=\"_blank\">wrote in an X post<\/a>.<br \/>On Thursday, the National Weather Service\u2019s Weather Prediction Center warned of a moderate risk of excessive rainfall over parts of Southern California from Christmas into Friday morning, with flash flooding possible. A slight risk of excessive rainfall was expected to develop over the northern and central regions of California as well as parts of southern Nevada on Thursday.<br \/>Though the rain is expected to weaken on Thursday, residual flooding is likely to continue into the night, with an ongoing threat of rockslides and mudslides. Flash flooding is a particular risk in urban areas, near small streams and in regions burned in previous fires.<br \/>The storms caused lane and highway closures <a href=\"https:\/\/x.com\/CaltransDist7\/status\/2004045784275370448\" target=\"_blank\">in Los Angeles and Ventura counties on Wednesday,<\/a> and the lanes on northbound I-5 at Lankershim Boulevard were temporarily blocked by debris. In Northern California early Thursday morning, the state\u2019s Department of Transportation closed State Route 99 from Garden Brook Drive to Keefer Road due to flooding.<br \/>Meanwhile, on the other side of the country, the NWS expects snow to develop over parts of the Northeast on Thursday and continue into Saturday afternoon.<br \/>Parts of Pennsylvania were under an <a href=\"https:\/\/forecast.weather.gov\/wwamap\/wwatxtget.php?cwa=PBZ&#038;wwa=ice%20storm%20warning\" target=\"_blank\">ice storm warning<\/a> from Friday morning through Saturday morning. The NWS also placed portions of southern Connecticut, northeast New Jersey and southeast New York under a <a href=\"https:\/\/forecast.weather.gov\/wwamap\/wwatxtget.php?cwa=OKX&#038;wwa=winter%20storm%20warning\" target=\"_blank\">winter storm warning<\/a>, with as much as 8 inches of snow expected there from Friday afternoon through Saturday.
