The person said that technical details of the agreement still needed to be hammered out.<br \/>White House press secretary Karoline Leavitt said, &#8220;Over the past week, the United States has made tremendous progress towards a peace deal by bringing both Ukraine and Russia to the table. There are a few delicate, but not insurmountable, details that must be sorted out and will require further talks between Ukraine, Russia, and the United States.&#8221;<br \/>The latest movements toward peace came after Ukrainian, American and European officials gathered in Geneva on Nov. 23 to discuss a\u00a0<a href=\/story\/news\/world\/2025\/11\/20\/trump-plan-ukraine-russia-war\/87384168007\/ target=_blank rel=\"noreferrer noopener\" data-t-l=:b|e|k|\u2691u class=gnt_ar_b_a>draft plan<\/a>\u00a0presented by Washington to end\u00a0the conflict that began in 2022, when Russia launched a full-scale invasion of Ukraine.<br \/>The current version of the plan has not been made public and it would also have to be accepted by Russia. U.S. officials familiar with the discussion have declined to say what is in the working draft because of the sensitivity of the negotiations.<br \/>Driscoll was in Abu Dhabi, in the United Arab Emirates, discussing the plan with a Russian delegation. Ukraine also sent officials to the UAE, a U.S. official said. It was not immediately clear who participating in the talks for the two sides. The army secretary was the highest-ranking U.S. official to participate in the negotiations. He was added to the mix last week by Trump as an additional representative and presented a previous version of the proposal to Zelenskyy last week in Ukraine.<br \/>Driscoll also joined a call with Zelenskyy and Vance. The army secretary is a law school buddy of Vance&#8217;s and his addition to the team represented a shake-up in negotiations, as Trump expressed public frustration with Putin and Zelenskyy over the war.<br \/>Jared Kushner, the president&#8217;s son-in-law and a first-term Trump administration official who&#8217;s been involved in recent peace talks, joined Driscoll, Rubio, Witkoff and Ukrainian negotiators last weekend in Geneva.<br \/>Rubio said after those talks that progress had been made, but a few issues remained: &#8220;I don\u2019t want to declare victory or finality here.
