The US has not conducted such tests since the end of the Cold War.

Supplies of heat and hot water are being restricted in the Russian city of Oryol after Ukrainian drones hit a pipeline at a local power plant, authorities have said.
“It will be necessary to limit the heat and hot water supply to buildings in the Sovetsky, Zheleznodorozhny and Severny districts of the city of Oryol,” the governor of the Oryol region, Andrey Klychkov, said on social media. 
The Russian defence ministry said its forces had shot down 130 Ukrainian drones overnight, mainly over western regions as well as the Moscow and Yaroslavl areas.  
In Yaroslavl, which is about 175 miles northeast of Moscow, a nursery has been closed following a drone attack, local authorities said.
As we reported last night, Volodymyr Zelenskyy says Russian forces have struck the Sloviansk thermal power plant in eastern Ukraine.
Two people were killed and several wounded, the Ukrainian president said.
He described the attack as “outright terror” and said “normal people don’t wage war like this”.
Discussing energy supplies, he has said on X that while Ukraine has agreements with Norway, Germany, Italy and the Netherlands, it is also “working with them on equipment for electricity generation”.
Zelenskyy added: “We are counting on the support of the European Commission as well.”
His energy minister has been meeting G7 counterparts – “countries that certainly can and will support Ukraine”.
Ukraine is “ensuring such cooperation with them”, he said.
Ukraine’s foreign minister says Russia has been attacking his country with a cruise missile, the secret development of which prompted Donald Trump to abandon a nuclear arms control pact with Moscow in his first term in the White House.
The comments from Andrii Sybiha are the first confirmation that Russia has used the ground-launched 9M729 missile in combat – either in Ukraine or anywhere else.
It can carry either a nuclear or a conventional warhead.
A senior Ukrainian official told Reuters that Russia had fired the weapon at Ukraine 23 times since August.
Ukraine also recorded two launches of the 9M729 by Russia in 2022, the source added.
The 9M729 led the United States to quit the Intermediate-Range Nuclear Forces (INF) Treaty in 2019. 
Washington said the missile was in breach of the treaty and could fly far beyond its declared limit of 310 miles (500 km).
Russia denied that, however.
According to the Missile Threat website produced at the Center for Strategic and International Studies in Washington, the missile has a range of 2,500 km.
Sybiha commented: “Russia’s use of the INF-banned 9M729 against Ukraine in the past months demonstrates Putin’s disrespect to the United States and President Trump’s diplomatic efforts to end Russia’s war against Ukraine.”
A planned summit between Donald Trump and Vladimir Putin in Budapest was abandoned because of hardline Russian demands on Ukrainian territory, it has been reported.
According to the Financial Times, the decision to cancel the meeting was taken after what’s described as a tense call between the US and Russia’s “top diplomats”.
Moscow is said to have been demanding that Ukraine cede more territory as part of ceasefire conditions.
The newspaper said that days after Trump and Putin had agreed to meet, the Russian foreign ministry sent a memo to Washington containing demands to address what Putin calls the “root causes” of his invasion.
These include territorial concessions, a steep reduction in Ukraine’s armed forces, and guarantees that Ukraine will never join NATO, the FT said.
Neither the White House nor the Kremlin has commented.
Eleven people, including four children, were injured in a Russian overnight attack in the Ukrainian city of Sumy, emergency services have said.
In a message on Telegram, they said Russia had struck a residential multi-storey building, private houses and infrastructure facilities.
In addition, local governor Ihor Kalchenko said Russia had attacked the local railway depot, destroying several carriages and damaging buildings. 
The Sumy region, in northeastern Ukraine, borders Russia.
It has been under regular attack from drones and missiles.

Russia’s president had meanwhile claimed that his troops have encircled Ukrainian ones<\/b> in the strategically important cities of Pokrovsk, eastern Ukraine, and Kupiansk, in the north. The claims were dismissed by both Ukrainian officials and experts.
Over night, Donald Trump had also once more weighed in on the war after talks with China’s president, Xi Jinping<\/b>. He said the pair had agreed to work together to “see if we can get something done” on Ukraine.
In the latest sign that the US president is losing patience with Russia, he suggested that the US would resume nuclear tests<\/b>. Russia responded to the vague comments today, denying that this marked the beginning of a new arms race.<\/b>
In an address this evening, Volodymyr Zelenskyy has doubled down on the comments he made yesterday on the effectiveness of sanctions against Russian oil companies.
Zelenskyy said he had today been presented a report by the head of Ukraine’s foreign intelligence service on the sanctions’ impact.
“There are initial details on the impact of U.S. and European sanctions against Russian oil companies, and it is quite tangible,” the Ukrainian president said.
Zelenskyy had said yesterday that he was awaiting the report and that preliminary data was looking “promising”.
Proceeds from ongoing oil sales continue to fund Russia’s war efforts, which is why Ukraine has been urging its allies to curb oil purchases.
The US has recently cracked down on imports, including by sanctioning Russia’s two largest oil companies last week and by putting tariffs on India for importing Russian oil.
As a consequence, India’s HPCL-Mittal Energy refinery had announced yesterday that it would no longer import Russian oil, citing Western restrictions on Russian oil imports.
Earlier today, a regional court in Munich, Germany, convicted three men of spying for Russia – the latest case of Russian war activities extending beyond Ukrainian territory.
The court found the trio guilty of gathering information for planned sabotage of railway and military infrastructure, commissioned by Russia’s secret service.
The main defendant was notably also convicted of joining a terrorist organisation. 
He was allegedly a member of the pro-Russian Pyatnashka Brigade, which fought in Eastern Ukraine during Russia’s first invasion in 2014.
All three men had pleaded not guilty.
Arrests and trials of Russian low-level agents – also dubbed ‘burner agents’ – have become a regular phenomenon in Germany since the start of Russia’s full-scale invasion.
Another espionage trial is set to start in December, as three men stand accused of gathering intelligence on a man who fought for Ukraine.
