We believe quality journalism should be available to everyone, paid for by those who can afford it.<br \/>The <a href=\"\/topic\/eu\">EU<\/a> has failed to agree a deal to back <a href=\"\/topic\/ukraine\">Ukraine<\/a> with the help of frozen Russian assets valued at \u20ac140bn ($163.2bn).<br \/>The proposed loan would have met <a href=\"\/topic\/ukraine\">Ukraine<\/a>&#8216;s &#8220;pressing financial needs&#8221; and propped up its war-ravaged economy for the next two years, but could not be agreed due to legal concerns raised by <a href=\"\/topic\/belgium\">Belgium<\/a>.<br \/>\u201c<a href=\"\/topic\/russia\">Russia<\/a>&#8216;s assets should remain immobilised until <a href=\"\/topic\/russia\">Russia<\/a> ceases its war of aggression against <a href=\"\/topic\/ukraine\">Ukraine<\/a> and compensates it for the damage caused by its war,&#8221; a declaration by the leaders said.
