that doesn&#8217;t strengthen US-Russian relations, but insisted they wouldn&#8217;t affect Russia&#8217;s economy and that Russia will never bow to pressure from abroad.<br \/>Dmitry Medvedev, Putin&#8217;s long-term ally, said that &#8220;talkative peacemaker'&#8221; Donald Trump had &#8220;now fully embarked on the warpath against Russia&#8221; with the sanctions.<br \/>Rosneft and Lukoil, Russia&#8217;s two largest energy companies, were included in the sanctions.<br \/>Meanwhile, the EU confirmed it had agreed its 19th sanctions package against Russia, targeting its shadow fleet and banning imports of liquefied natural gas.<br \/>Volodymyr Zelenskyy again pressed home Ukraine&#8217;s needs as he met with 27 other European leaders for the European Council summit in Brussels.&nbsp;<br \/>He said Ukraine needed a reparations loan for the war in 2026 but was unsure if it was possible, while stressing that any kind of land swap with Russia as a means of achieving peace in the conflict was &#8220;unacceptable&#8221;.<br \/>But Zelenskyy also told our <a href=\"https:\/\/news.sky.com\/author\/siobhan-robbins-667\" target=\"_blank\">Europe correspondent Siobhan Robbins<\/a> that he believed a ceasefire with Russia was &#8220;still possible&#8221;.<br \/><b>Watch part of Zelenskyy&#8217;s speech in Brussels here:<\/b><br \/>A key feature of talks was proposals to use frozen Russian assets, held by Belgium, to fund its war effort.<br \/>While it as mentioned many times by leaders during the summit, the EU stopped short of committing to the idea in its written conclusions, instead insisting Russia\u2019s assets should &#8220;remain immobilised&#8221;.<br \/>Elsewhere, NATO member Lithuania has said two Russian military aircraft had violated its airspace, with NATO jets scrambled in response to the incident.<br \/>But Russia&#8217;s defence ministry appeared to indirectly deny the claims when it said its fighter jets carried out a &#8220;training flight&#8221; over Russia&#8217;s Kaliningrad region and did not violate the borders of any other country.<br \/>German Chancellor Friedrich Merz has been speaking in Brussels following the European Council summit.<br \/>He said the proposed use of frozen Russian assets to fund Ukraine&#8217;s war effort is &#8220;complicated&#8221; as there isn&#8217;t a blueprint for such a step, Reuters reported.<br \/>The EU will have a special summit focusing on its own competitiveness in February next year, Merz announced.<br \/>He said reports that the bloc had drawn up a 12-point plan for Ukraine in its war with Russia were incorrect.<br \/>Addressing claims by Lithuania that two Russian military aircraft had violated its airspace (see post at 7.30), Merz described the incident as a &#8220;further provocation&#8221; and said the EU would react with a sense of proportion.<br \/>Following on from our previous post, Volodymyr Zelenskyy has shared his thoughts on today&#8217;s European Council summit.<br \/>Posting on social media, Ukraine&#8217;s president said the meeting in Brussels had yielded &#8220;good results&#8221;.<br \/>He said Ukraine had secured political support for frozen Russian assets and &#8220;their maximum use&#8221; to defend against Russian aggression, adding the EU would &#8220;work out all the necessary details&#8221;.<br \/>Zelenskyy thanked the bloc for approving its 19th sanctions package against Russia earlier today, and said Ukraine was already beginning work with the EU on the next sanctions package.&nbsp;<br \/>&#8220;Ukraine has long said that strong economic and long-range sanctions are the key to ending this war,&#8221; he added.<br \/>The European Council has published a list of written conclusions after today&#8217;s summit in Brussels.<br \/>Volodymyr Zelenskyy was joined by 27 other European leaders in Brussels to discuss the war in Ukraine and proposals to use frozen Russian assets to fund its war effort.<br \/>As we previously reported, the EU committed to addressing Ukraine&#8217;s financial needs for 2026 and 2027, including support for its military and defence efforts.<br \/>But the bloc stopped short of explicitly endorsing the frozen assets plan, instead calling for &#8220;options for financial support based on an assessment of Ukraine&#8217;s financing needs&#8221;. <br \/>&#8220;Russia\u2019s assets should remain immobilised until Russia ceases its war of aggression against Ukraine and compensates it for the damage caused by its war,&#8221; a part of the text said.<br \/>The aims were approved by all leaders in the bloc except Hungary&#8217;s Prime Minister Viktor Orban.<br \/>While the US imposed sanctions on Russia&#8217;s two largest energy companies yesterday, Ukraine has been targeting energy infrastructure for months in a more direct way with military strikes.<br \/>Our Data and Forensics team have identified 10 oil refineries in western Russia that have been struck twice or more since the beginning of August 2025.<br \/>The latest refinery to be struck, located in the city of Ryazan, is owned by Rosneft.<br \/>Academic experts told Sky News the increased frequency of strikes aimed to put pressure on the Kremlin, by Ukraine operating at &#8220;a faster pace with greater effect than the Russians are able to repair.&#8221;<br \/><b>Read the full story here:<\/b><br \/>Earlier today, NATO member Lithuania said two Russian military aircraft violated its airspace in a &#8220;blatant breach of international law&#8221; (see posts at 18.13 and 19.30).<br \/>Now Russia&#8217;s defence ministry has shared its summary of what happened in a statement on Telegram.<br \/>It said Russian Su-30 fighter jets carried out a &#8220;training flight&#8221;
