We believe quality journalism should be available to everyone, paid for by those who can afford it.<br \/><a href=\"\/news\/world\/americas\/us-politics\/trump-white-house-alterations-east-wing-b2850284.html\">Donald Trump <\/a>has unleashed <a href=\"\/news\/world\/americas\/us-politics\/trump-russia-sanctions-putin-b2850421.html\">harsh new sanctions<\/a> on two of Russia\u2019s largest oil companies, the first such sanctions in his second term as US president. <br \/>The<a href=\"\/topic\/us-treasury\"> Treasury Department<\/a> said on Wednesday it was sanctioning <a href=\"\/topic\/rosneft\">Rosneft<\/a> and Lukoil in response to Russian president <a href=\"\/news\/world\/europe\/vladimir-putin-budapest-trump-moscow-ukraine-b2850050.html\">Vladimir Putin\u2019s<\/a> \u201crefusal to end this senseless war\u201d.<br \/>In a statement, the department lashed out at Moscow\u2019s \u201clack of serious commitment to a peace process to end the war in Ukraine\u201d.<br \/>It said the sanctions would \u201cincrease pressure on Russia\u2019s energy sector and degrade the Kremlin\u2019s ability to raise revenue for its war machine and support its weakened economy\u201d.<br \/>The decision came after Trump had <a href=\"\/news\/world\/europe\/trump-putin-talks-budapest-ukraine-russia-war-b2849917.html\">cancelled a planned meeting with Putin<\/a>, telling reporters on Wednesday that it \u201cjust didn\u2019t feel right to me\u201d. <br \/>\u201cEvery time I speak with Vladimir, I have good conversations, and then they don\u2019t go anywhere. They just don\u2019t go anywhere,\u201d he said.<br \/>Earlier in the day, Moscow also launched a major test of its nuclear capabilities on land, sea and air, involving a land-based &#8220;Yars&#8221; intercontinental ballistic missile and nuclear-capable cruise missiles from strategic bombers. <br \/>In a statement, Treasury Secretary Scott Bessent said it was now \u201cthe time to stop the killing and for an immediate ceasefire\u201d and pledged to take \u201cfurther action if necessary to support President Trump\u2019s effort to end yet another war\u201d while calling on American allies to join the U.S. effort by adhering to the new sanctions.<br \/>He also said the sanctions were due to Russian president Vladimir Putin\u2019s \u201crefusal to end this senseless war.\u201d<br \/>Bessent made the comments as NATO Secretary General Mark Rutte arrived at the White House for a sit-down with Trump.<br \/>The president told reporters in the Oval Office that he \u201cjust felt it was time\u201d for new sanctions against Moscow and said it was \u201ca very big day\u201d in the American effort to support Ukraine as a result.<br \/>\u201cThese are very big, those are against big oil companies, and we hope that they won&#8217;t be on for long,\u201d he said.<br \/>Trump has appeared to rule out providing Ukraine with Tomahawk missiles, arguing it would take too long to train the Ukrainian military to use them.<br \/>The president said it would take &#8220;minimal six months&#8221; or even a year to teach the long-range missile system to Ukrainians, adding that there is a &#8220;tremendous learning curve.&#8221;<br \/>\u201cThey&#8217;re highly complex, so the only way a Tomahawk is going to be shot is if we shot it, and we&#8217;re not going to do that,\u201d he said.<br \/>&#8220;It takes a year of intense training to learn how to use it, and we know how to use it and we&#8217;re not going to be teaching other people. It&#8217;s too far out into the future.\u201d<br \/>The Trump administration had previously considered the possibility of providing the weapons to Ukraine to help stop the war there started by Russia. But Trump shut down the option after speaking with Russian leader Vladimir Putin by suggesting that the U.S. needed to preserve its supply of Tomahawk missiles.<br \/>Russian drones attacked Kyiv for the second night running, with fragments injuring four people and damaging buildings in several districts, officials said early on Thursday.<br \/>Tymur Tkachenko, head of Kyiv&#8217;s military administration, said drones had damaged several dwellings and other buildings, including a kindergarten. City officials issued a warning for a possible missile attack on the capital.<br \/>Russian missile and drone attacks in different parts of Ukraine on Tuesday night killed six people, including two children.<br \/>In an attack across Ukraine the night before, at least six people were killed, including a woman and her two young daughters, Ukrainian authorities said. <br \/>Donald Trump said on Wednesday he cancelled a planned summit with Russian president Vladimir Putin due to a lack of progress in diplomatic efforts and a sense that the timing was off.<br \/>\u201cWe cancelled the meeting with President Putin, it just didn\u2019t feel right to me,\u201d Trump told reporters at the White House.<br \/>\u201cIt didn\u2019t feel like we were going to get to the place we have to get.
