{"id":164098,"date":"2025-09-12T08:35:42","date_gmt":"2025-09-12T08:35:42","guid":{"rendered":"https:\/\/quixnet.net\/wpinstance\/who-is-in-nato-and-what-are-article-4-and-article-5-bbc\/"},"modified":"2025-09-12T08:35:42","modified_gmt":"2025-09-12T08:35:42","slug":"who-is-in-nato-and-what-are-article-4-and-article-5-bbc","status":"publish","type":"post","link":"https:\/\/quixnet.net\/wpinstance\/who-is-in-nato-and-what-are-article-4-and-article-5-bbc\/","title":{"rendered":"Who is in Nato and what are Article 4 and Article 5? &#8211; BBC"},"content":{"rendered":"<p>Poland&#x27;s Prime Minister Donald Tusk has said Polish and other Nato aircraft shot down a number of Russian drones which violated the country&#x27;s airspace during strikes on neighbouring western Ukraine on the night of 9-10 September. <br \/>While Ukraine is not a Nato member, Poland is, and Tusk asked the alliance to investigate whether the territorial integrity, political independence or security of a member country had been threatened.<br \/>At the Nato summit in June, the alliance&#x27;s 32 members restated their &quot;ironclad commitment to collective defence&quot;, known as Article 5, and agreed to boost defence spending after months of pressure from US President Donald Trump. <br \/>Nato &#8211; the North Atlantic Treaty Organization &#8211; was formed in Washington DC in 1949 by 12 countries.<br \/>The founding members were Belgium, Canada, Denmark, France, Iceland, Italy, Luxembourg, the Netherlands, Norway, Portugal, the UK and the US.<br \/>Nato&#x27;s <a target=\"_blank\" href=\"https:\/\/www.nato.int\/cps\/en\/natohq\/declassified_139339.htm\" class=\"sc-f9178328-0 jZoZnB\">primary purpose<\/a> was to block expansion in Europe by the Soviet Union &#8211; a group of communist republics dominated by Russia which was dissolved in 1991.<br \/>The alliance does not have its own army, but member states can take collective military action in response to international crises.<br \/>For instance, Nato supported the UN by intervening in the war in the former Yugoslavia between 1992 and 2004.<br \/>It also <a target=\"_blank\" href=\"https:\/\/www.nato.int\/cps\/en\/natohq\/topics_68144.htm\" class=\"sc-f9178328-0 jZoZnB\">co-ordinates military plans and carries out joint military exercises<\/a>.<br \/>Article 5 <a target=\"_blank\" href=\"https:\/\/www.nato.int\/cps\/en\/natolive\/official_texts_17120.htm\" class=\"sc-f9178328-0 jZoZnB\">is one of Nato&#x27;s core principles<\/a>. It says that an armed attack against one or more members will be considered an attack against all. <br \/>In response, each other member would take &quot;such action as it deems necessary, including the use of armed force, to restore and maintain the security of the North Atlantic area&quot;.<br \/>The guarantee does not cover bases in foreign countries or territories outside the alliance area &#8211; which is why it did not apply during the Vietnam War or the Falkland Islands conflict. <br \/>Trump had previously questioned Nato&#x27;s mutual guarantee, but speaking after the June summit said: &quot;I stand with [Article Five], that&#x27;s why I&#x27;m here.&quot;<br \/>Under Article 4 <a target=\"_blank\" href=\"https:\/\/www.nato.int\/cps\/en\/natohq\/topics_49187.htm\" class=\"sc-f9178328-0 jZoZnB\">member countries can bring any issue of concern &#8211; especially related to security &#8211; to the North Atlantic Council<\/a>, Nato&#x27;s main political decision-making body. <br \/>Since Nato&#x27;s creation in 1949, Article 4 has been invoked seven times.<br \/>Nato has 32 members across Europe and North America &#8211; the original 12 founders plus 20 countries which have joined since 1949.<br \/>After the Soviet Union&#x27;s collapse, many Eastern European countries became members, including Albania, Bulgaria, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania and Slovakia.<br \/>Finland &#8211; which has a 1,340km (832-mile) land border with Russia &#8211; joined in April 2023. Sweden became a member in March 2024.<br \/>Having been neutral for decades, <a target=\"_self\" href=\"https:\/\/www.bbc.co.uk\/news\/world-europe-61397478\" class=\"sc-f9178328-0 jZoZnB\">both applied to Nato in May 2022<\/a>, shortly after Russia invaded Ukraine.<br \/>Ukraine, Bosnia and Herzegovina, and Georgia are not members but have asked to join.<br \/>Nato members are currently expected to spend 2% of their national income &#8211; or GDP &#8211; on defence although this is not a legally binding commitment. <br \/>The US and countries which are geographically close to Russia &#8211; such as Poland and the Baltic states &#8211; have traditionally spent the most.<br \/>In 2024, the US spent $935bn (\u00a3686bn), which was 3.2% of its GDP and nearly double the defence expenditure of the rest of Nato put together.<br \/>The <a target=\"_blank\" href=\"https:\/\/www.nato.int\/nato_static_fl2014\/assets\/pdf\/2025\/4\/pdf\/sgar24-en.pdf#page=58\" class=\"sc-f9178328-0 jZoZnB\">latest estimates<\/a> show nine members failed to meet the 2% target in 2024, with Spain spending the least &#8211; just 1.24% of GDP.<br \/>The <a target=\"_self\" href=\"https:\/\/www.bbc.co.uk\/news\/articles\/cj4en8djwyko\" class=\"sc-f9178328-0 jZoZnB\">5% target agreed at the June summit<\/a> commits 3.5% of each member state&#x27;s GDP for core defence expenditure by 2035, plus up to 1.5% on wider security infrastructure.<br \/>Spain had objected to the increased target before the summit. The Belgian and Slovakian governments also expressed concerns but ultimately accepted the increase. <br \/>Ahead of the meeting in June, the UK government said <a target=\"_self\" href=\"https:\/\/www.bbc.co.uk\/news\/articles\/c07dk90d94vo\" class=\"sc-f9178328-0 jZoZnB\">it would spend 2.6% on core defence and 1.5% on wider security measures by 2027<\/a>. Core defence spending is not expected to hit 3.5% until the 2035 deadline.<br \/>It has not confirmed how it will fund the additional spending.<br \/>Ukraine&#x27;s prospects for joining the alliance have been clouded by its ongoing war with Russia.<br \/>Russia has consistently opposed the idea of Ukraine becoming a member, fearing it would bring Nato forces too close to its borders.<br \/>In 2008, the alliance said that <a target=\"_blank\" href=\"https:\/\/www.nato.int\/cps\/en\/natohq\/topics_37750.htm\" class=\"sc-f9178328-0 jZoZnB\">Ukraine could eventually join<\/a>, and after <a target=\"_self\" href=\"https:\/\/www.bbc.co.uk\/news\/articles\/cj0q964851po\" class=\"sc-f9178328-0 jZoZnB\">Russia&#x27;s 2022 invasion<\/a>, Ukrainian President Volodymyr Zelensky asked for this process to be fast-tracked.<br \/>The Nato chief at the time, Jens Stoltenberg, said Ukraine could join &quot;in the long term&quot; but not until after the war had ended.<br \/>However, speaking at a defence summit in Brussels in February 2025, US Defence Secretary Pete Hegseth said <a target=\"_self\" href=\"https:\/\/www.bbc.co.uk\/news\/articles\/cy0pz3er37jo\" class=\"sc-f9178328-0 jZoZnB\">&quot;the US does not believe that Nato membership for Ukraine is a realistic outcome of a negotiated settlement&quot;<\/a>.<br \/>Some Nato defence chiefs pushed back against the comments.<br \/>Zelensky later said <a target=\"_self\" href=\"https:\/\/www.bbc.co.uk\/news\/articles\/cn9vx01evp9o\" class=\"sc-f9178328-0 jZoZnB\">he was prepared to &quot;give up&quot; his presidency<\/a> if it meant Ukraine could join Nato.<br \/>&quot;If to achieve peace you really need me to give up my post, I&#x27;m ready,&quot; he told reporters. &quot;I can trade it for Nato membership.&quot;<br \/>The alliance previously described Russia&#x27;s invasion of Ukraine as <a target=\"_blank\" href=\"https:\/\/www.nato.int\/cps\/en\/natohq\/115204.htm#:~:text=NATO&#x27;s%20Strategic%20Concept%20states%20that,%2C%20subversion%2C%20aggression%20and%20annexation.\" class=\"sc-f9178328-0 jZoZnB\">the &quot;most significant and direct threat to allies&#x27; security<\/a>&quot;.<br \/>It has not sent troops to Ukraine or established a no-fly zone over the country for fear of being pulled into a direct conflict with Russia, a nuclear superpower.<br \/>However, individual member states have supplied arms and equipment.<br \/>According to <a target=\"_blank\" href=\"https:\/\/www.ifw-kiel.de\/publications\/news\/ukraine-support-tracker-europe-now-leading-spender-on-weapons-production-for-ukraine\/\" class=\"sc-f9178328-0 jZoZnB\">the German research organisation the Kiel Institute<\/a>, the US spent 64.6bn euros (\u00a355.79) on total military support between February 2022 and June 2025. <br \/>Over the same period, EU member states plus the UK, Norway, Switzerland, and Iceland have provided aid worth \u20ac79.8bn euros (\u00a368.9bn).<br \/>It is not clear <a target=\"_self\" href=\"https:\/\/www.bbc.co.uk\/news\/articles\/cx2qr08l1yko\" class=\"sc-f9178328-0 jZoZnB\">what form the &quot;security guarantee&quot; for Ukraine promised after the White House meeting will take<\/a>, and how closely it might mirror the protections Nato members offer each other. <br \/>Mr Routh, who is defending himself, was reprimanded by the judge for &quot;making a mockery&quot; of the court.<br \/>Kirk attracted fervent crowds, bringing young people into conservative politics, while at the same time shocking some with provocative opinions.<br \/>Political figures across the US are adding security and canceling events, as universities receive threats.<br \/>Some 3,000 people gathered to hear Kirk speak at Utah Valley University (UVU) before he was shot and killed.<br \/>The Korean car maker says many of the arrested workers now want to get back home<br \/>Copyright 2025 BBC.
