Russia struck a Ukrainian government building with a cluster munition, says the EU’s ambassador to Ukraine.
Katarina Mathernova is visiting the cabinet of ministers building in Kyiv after the attack yesterday, alongside other diplomatic mission heads.
“I saw it with my own eyes: Putin knows exactly what he is doing. 
“The Iskander ballistic missile that struck the cabinet of ministers was aimed right there – at the heart of Ukraine’s government,” she says.
“We were shown sizeable remnants of the actual missile. And a multitude of shrapnel coming from the cluster munition embedded in the Iskander [missile].”
She describes a “gaping hole” left by a direct hit to the roof.
“Only thanks to the missile failing to fully detonate, the entire building was not reduced to rubble.”
She continues: “The evidence of this existential battle is right in front of us: Putin is deliberately targeting the country\u2019s lifelines – its government, its energy, its people.”
We’ve been bringing you reaction after Donald Trump said he was ready to move to the second stage of sanctions against Russia.
Calls for tougher sanctions have not only come from Kyiv, but also from Washington.
Republican Senator Lindsey Graham co-sponsors the Sanctioning Russia Act, which would allow the US to impose tariffs of up to 500% on countries buying Russian energy.
But discussions on the bill have repeatedly been postponed amid fears the move could derail peace efforts.
“Trump’s sanctions rhetoric often clashes with reality, and many of his past threats against Russia and its partners have not been implemented,” Oleksandr Talavera, professor of financial economics at the University of Birmingham, told the Kyiv Independent.
“This raises doubts about the credibility of ‘phase two’, which may prove more of a political signal than a concrete, enforceable policy,” he added.
Women were removing debris outside a damaged school building this morning in a Russian-controlled part of Ukraine.
It follows what local Russian-installed authorities described as a Ukrainian overnight drone attack in Donetsk – a Russian-controlled city in Ukraine.

The US president did discuss a range of domestic topics, but he didn’t mention the war in Ukraine.
It comes after he told reporters he was “not happy” after Moscow launched its largest overnight offensive since the full-scale invasion began.
But we have had some news on Trump’s second state visit to the UK next week.
The boss of Nvidia, the chipmaker which has become the world’s most valuable public company, is among the corporate chiefs lining up to accompany Trump on his visit.
Sky News has learnt that Jensen Huang, the Nvidia chief executive who has presided over the stratospheric rise in its valuation to more than $4trn, is expected to attend a state banquet at Windsor Castle hosted by King Charles III during the trip.
Sources said on Monday that Sam Altman, the boss of OpenAI; Larry Fink, chairman and chief executive of asset management behemoth BlackRock; and Stephen Schwarzman, the boss of private equity giant Blackstone, were also expected to be among the attendees.
Away from Donald Trump’s speech in Washington, NATO has confirmed its secretary general Mark Rutte will visit the UK tomorrow to hold talks on Ukraine.
The statement added that Rutte will have a number of bilateral engagements during his visit.
He will also attend a meeting of the Ukraine Defence Contact Group, which is a coalition of 56 nations providing support to Ukraine.
As speculation looms over whether Donald Trump will impose sanctions on Russia after his latest threat, the US president is speaking at a religious event in Washington.
Trump often uses public events to talk about a range of topics, and we’ll update you if he mentions the war in Ukraine.

Ukraine’s commander-in-chief has said the country’s forces regained five times more territory than they lost in the Donetsk region last month.
Oleksandr Syrskyi said forces lost almost two square miles (five sq km) but regained control of 10 sq miles (26 sq km) in the Pokrovsk part of Donetsk.
It’s an area Russian forces prioritised this summer, deploying units that briefly entered the city before being ultimately repelled.
The Kyiv Independent reports that, in total, Ukrainian forces liberated more than 22 sq miles (58 sq km) of its territory and several settlements over the past month.
The European Commission is expected to propose its 19th package of sanctions against Russia by Friday, diplomats have said.
The listing is expected to include banks in two central Asian countries.
In its 18th package, the bloc listed two Chinese banks and India’s major Nayara refinery.

David O’Sullivan will meet US counterparts to discuss the latest sanctions package against Russia.
Friedrich Merz has said everything indicates Vladimir Putin’s imperialist plans will not end with Ukraine, but will instead begin there.
Merz called on European allies to reassess interests and aggressively pursue new partnerships around the world as its relationship with the US changes.
“We in Europe must adjust our interests – without false nostalgia,” he said at the foreign ministry in Berlin.
He added that, while the US remains an important partner, the relationship has become less self-evident as Washington makes its ties conditional on certain interests and topics.
