The suspect, a 30-year-old<strong> <\/strong>Vancouver resident with a history of mental illness, was known to police. The person has not yet been publicly identified or formally charged. Officials confirmed the event is not an act of terrorism.<br \/>\u201cIt would appear that mental health appears to be the underlying issue here,\u201d Mayor Ken Sim said at a news conference Sunday. <br \/>Police described the victims as \u201cmixed genders, male, female and young people.\u201d They are 5 to 65 years old, Steve Rai, Vancouver\u2019s interim police chief, said Sunday. <br \/>Rai added that dozens more were injured, some critically. Some victims have still not been identified. <br \/>In graphic videos of the incident\u2019s aftermath posted on social media and verified by NBC News, first responders and emergency vehicles tend to victims as onlookers appear distressed, crying and in shock.<br \/>What appears to be the vehicle, a crumpled black SUV, is seen stopped in the middle of the street after it crashed into food trucks that flanked both sides of a street that had been made into a pedestrian mall for what had been, just moments before, a joyous celebration of Filipino culture.<br \/>The ruins of damaged food trucks also appeared scattered across the area.<br \/>\u201cLast night, as members of Vancouver\u2019s Filipino community gathered for a celebration of community and culture in East Vancouver,\u201d Rai said Sunday afternoon. \u201cTheir collective safety and security were stolen when a man in a vehicle drove through a festival.\u201d<br \/>Police said the crowd, which had gathered for the annual Lapu-Lapu Day block party, captured the driver and turned him over to police.<br \/>Rai said police worked with the city to assess risks before Saturday&#8217;s festival and found \u201cno known threats to the event or to the Filipino community.\u201d<br \/>As a result, Rai said, they determined that \u201cdedicated police officers and heavy vehicle barricades\u201d were not necessary at the festival site. He also said the police department and the city will work to review \u201call of the circumstances surrounding the planning of this event.\u201d<br \/>More than 100 Vancouver police officers are working the case, Rai said. <br \/>The attack occurred on East 41st Avenue and Fraser\u00a0Street shortly after 8:14 p.m. local time, police <a href=\"https:\/\/x.com\/VancouverPD\/status\/1916348189449634129\" target=\"_blank\">said <\/a><a href=\"https:\/\/x.com\/VancouverPD\/status\/1916348189449634129\" target=\"_blank\">on X<\/a>.<br \/>Rai sidestepped questions Sunday about a possible motive except to say that \u201cthe person we have in custody does have a significant history of interactions with police and health care professionals related to mental health.\u201d<br \/>He also said Sunday that police had not had any interactions with the suspect immediately leading up to Saturday night.<br \/>Yoseb Vardeh, a co-owner of a food truck that was stationed at the Lapu-Lapu Day festival, <a href=\"https:\/\/vancouversun.com\/news\/police-incident-at-lapu-lapu-day-in-vancouver\" target=\"_blank\">told the Vancouver Sun<\/a> newspaper that he heard an engine revving before a speeding truck drove straight down the middle of a pedestrian-only area.<br \/>\u201cI got outside my food truck, I looked down the road, and there\u2019s just bodies everywhere,\u201d Vardeh said.<br \/>He said police acted quickly to cordon off the area and arrest the man. \u201cThis is something that happens in the States, not here,\u201d he said.<br \/>Victims were taken to nine hospitals, Rai said Sunday.<br \/>Deana Lancaster, a spokesperson for Vancouver General Hospital, the region\u2019s top trauma facility, said it had received multiple patients from the incident, which she understood to be the Lapu-Lapu Day party.<br \/>Sim, the mayor, said earlier Sunday on social media, \u201cI am shocked and deeply saddened by the horrific incident at today\u2019s Lapu Lapu Day event.\u201d<strong> <\/strong>He said more information would be coming as soon as it is available.<br \/>\u201cOur thoughts are with all those affected and with Vancouver\u2019s Filipino community during this incredibly difficult time,\u201d Sim said.<br \/>British Columbia Premier <a href=\"https:\/\/x.com\/Dave_Eby\/status\/1916357374375563480\" target=\"_blank\">David Eby said<\/a> his team was in contact with Vancouver officials and would provide any needed support.<br \/>Canadian Prime Minister Mark Carney offered condolences <a href=\"https:\/\/x.com\/MarkJCarney\/status\/1916372984354243060\" target=\"_blank\">on X <\/a>and said officials were monitoring the situation. <br \/>Addressing Canadians <a href=\"https:\/\/x.com\/i\/broadcasts\/1OdJrDNbPReKX\" target=\"_blank\">in a broadcast Sunday morning<\/a>, Carney described the tragic losses \u201cas every family\u2019s nightmare.\u201d He went on to highlight the resilience and strength of the Filipino Canadian community.<br \/>Carney referred to a Tagalog term that he said \u201ccaptures the Filipino spirit of community of cooperation and unity.\u201d<br \/>\u201cAnd it\u2019s this spirit upon which we must draw in this incredibly difficult time,\u201d Carney said. \u201cWe will comfort the grieving. We will care for each other. We will unite in common purpose.\u201d<br \/>Jagmeet Singh, the leader of Canada\u2019s New Democrat Party, <a href=\"https:\/\/x.com\/theJagmeetSingh\/status\/1916357506781352161\" target=\"_blank\">said on X<\/a> that he was \u201chorrified.\u201d<br \/>\u201cAs we wait to learn more, our thoughts are with the victims and their families \u2014 and Vancouver\u2019s Filipino community, who were coming together today to celebrate resilience,\u201d he said.<br \/>In 2023, the province of British Columbia officially declared April 27 to be Lapu-Lapu Day, commemorating a battle on the island of Mactan, in what is now the Philippines, on April 27, 1521.
