PARIS, April 18 (Reuters) – U.S. President Donald Trump will walk away from trying to broker a\u00a0Russia-Ukraine<\/a>\u00a0peace\u00a0deal within\u00a0days\u00a0unless there are clear signs that a deal can be done, U.S. Secretary of State Marco Rubio said on April 18.
“We’re not going to continue with this endeavour for weeks and months on end. So we need to determine very quickly now, and I’m talking about a\u00a0matter\u00a0of\u00a0days, whether or not this is doable in the next few weeks,” Rubio said in Paris\u00a0after meeting European and Ukrainian leaders<\/a>.
“If it’s not possible, if we’re so far apart that this is not going to happen, then I think the president is probably at a point where he’s going to say, ‘well, we’re done’.”
There was no immediate comment from Paris, London, Berlin or Kyiv on Rubio’s statement. Three European diplomatic sources told Reuters Rubio’s comments reflected growing frustration in the White House over Russian intransigence to end the war.
Kremlin spokesman Dmitry Peskov said some\u00a0progress\u00a0on a\u00a0peace\u00a0settlement had already been made but that contacts with Washington were difficult. He said Russia was striving to resolve the conflict while ensuring its own interests. Moscow remained open to dialogue with the United States, he added.
Rubio’s threats came amid signs of some\u00a0progress\u00a0in U.S. talks with\u00a0Ukraine.
Vice President JD Vance<\/a> said on April 18 that the United States was optimistic it can put an end to the war between Russia and Ukraine. Vance spoke from Rome as he met Italian Prime Minister Giorgia Meloni for the second time in 24 hours<\/a>.
“I want to update the prime minister on some of the negotiations between Russia and Ukraine … even in the past 24 hours, we think we have some interesting things to report on,” Vance told reporters sitting alongside Meloni. The two world leaders were together at the White House on April 17 and have since flown to the Italian capital ahead of the Easter holidays.
“Since there are the negotiations I won’t prejudge them, but we do feel optimistic that we can hopefully bring this war, this very brutal war, to a close,” Vance added.
Trump said on Thursday he expected\u00a0to sign a minerals deal with Kyiv next week<\/a>\u00a0after an attempt in February fell apart following Ukrainian President Volodymyr Zelenskyy<\/a>‘s\u00a0Oval Office clash with Trump and Vance.
The talks in Paris on Thursday were the first substantive, high level and in-person talks on Trump’s\u00a0peace\u00a0push that have included European powers. Rubio said a U.S.\u00a0peace\u00a0framework he presented received an “encouraging reception.” Zelenskyy’s\u00a0 office called the talks constructive and positive.
It was unclear why Rubio’s tone shifted so dramatically overnight. Still, his comments on Friday underline mounting frustrations in the White House over a lack of\u00a0progress\u00a0in pushes to settle\u00a0a growing list<\/a>\u00a0of geopolitical challenges.
Trump promised during his election campaign to end the war in\u00a0Ukraine\u00a0within his first 24 hours in the White House. He moderated that claim on taking office, suggesting a deal by April or May\u00a0as obstacles mounted<\/a>.
He has pressured both sides to come to the negotiating table, threatening tougher sanctions on Russia or an end to billions of dollars in U.S. military support for Kyiv.
Both\u00a0Ukraine\u00a0and Russia showed up for U.S.-brokered talks in Saudi Arabia, which resulted in a partial ceasefire, but nothing more. Meanwhile, the war has continued, including a recent Russian\u00a0missile attack<\/a>\u00a0that hit Sumy in northeastern\u00a0Ukraine, killing 35 people – an attack Trump called a “mistake”.
If Washington walks away, efforts to broker a\u00a0peace\u00a0would likely founder because no other nation is able to bring similar pressure on both Moscow and Kyiv.
Other impacts are unclear. The United States could keep its current policy on the conflict unchanged, maintaining sanctions on Russia and keeping U.S. aid flowing to Kyiv. Alternatively, Trump could decide to halt payments to\u00a0Ukraine.
Rubio said he spoke with Russian Foreign Minister Sergei Lavrov after the “constructive” Paris talks and briefed him on “some of the elements of” the U.S.\u00a0peace\u00a0framework.
Russian President Vladimir Putin<\/a> has said he wants\u00a0Ukraine\u00a0to drop its ambitions to join NATO, Russia to control the entirety of four Ukrainian regions it has claimed as its own, and the size of the Ukrainian army to be limited. Kyiv says those demands are tantamount to demanding its capitulation.
Rubio said the Europeans had a central role to play in any\u00a0peace\u00a0pact, especially as their Russia sanctions over which Washington has no control would likely need to be lifted to secure an accord.
Rubio said the issue of U.S. security guarantees came up in the Paris talks, saying they were an issue “we can fix in a way that’s acceptable to everyone.” But, he cautioned, “we have bigger challenges that we need to figure out.”
He said it was clear that a\u00a0peace\u00a0deal would be difficult to strike but there needed to be signs it could be done soon.
“There’s no one saying this can be done in 12 hours. But we want to see how far apart it is,” he said. “We need to figure out here now, within a\u00a0matter\u00a0of\u00a0days, whether this is doable in the short term, because if it’s not, then I think we’re just going to move on.”<\/p>\n
