(AP Photo\/Jose Luis Magana)<br \/>WASHINGTON (AP) \u2014 The Trump administration fired most of the board of the U.S. Institute of Peace and sent its new leader into the Washington headquarters of the independent organization on Monday, in its latest effort <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\"         data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/usaid-trump-foreign-aid-rubio-judge-ali-60ef55de60a36c61eb563b5982298385\">targeting agencies tied to foreign assistance work<\/a><\/span>.<br \/>The remaining three members of the group\u2019s board \u2014 Defense Secretary Pete Hegseth, Secretary of State Marco Rubio and National Defense University President Peter Garvin \u2014 fired President and CEO George Moose on Friday, according to a document obtained by The Associated Press. <br \/>An executive order that President Donald Trump signed last month targeted the organization, which was created by Congress over 40 years ago, and others <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\"         data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/musk-doge-trump-blame-federal-workers-republicans-2945026366f42b0879087f2e7d4b9d71\">for reductions<\/a><\/span>. <br \/>Current USIP employees said staffers from Elon Musk\u2019s Department of Government Efficiency entered the building despite protests that the institute is not part of the executive branch. USIP called the police, whose vehicles were outside the building Monday evening.<br \/>USIP is a congressionally funded independent nonprofit that works to advance U.S. values in conflict resolution, ending wars and promoting good governance.<br \/>Moose vowed legal action, saying that \u201cwhat has happened here today is an illegal takeover by elements of the executive branch of a private nonprofit.\u201d<br \/>He said the institute\u2019s headquarters, located across the street from the State Department, is not a federal building. Speaking to reporters after leaving the building, Moose noted that \u201cit was very clear that there was a desire on the part of the administration to dismantle a lot of what we call foreign assistance, and we are part of that family.\u201d<\/p>\n<p>The DOGE workers gained access after several unsuccessful attempts Monday and after having been turned away Friday, a senior U.S. Institute of Peace official said. The official spoke on condition of anonymity due to the sensitivity of the matter.<br \/>Trump targeted the organization and a few others in a <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\"         data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/02\/commencing-the-reduction-of-the-federal-bureaucracy\/\" target=\"_blank\" rel=\"noopener\">Feb. 19 executive order<\/a><\/span> that aims to shrink the size of the federal government. The administration has since moved to fire and cancel programs at some of those organizations, following its dismantling of the <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\"         data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-musk-rubio-usaid-foreign-aid-bf442d62af67918a6fc5eee839074601\">U.S. Agency for International Development<\/a><\/span> and slashing of other agencies, including <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\"         data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/education-department-disability-civil-rights-complaint-218a04f50bcf21cb02175e8565a3a287\">the Education Department<\/a><\/span>.<br \/>White House spokesperson Anna Kelly pointed to USIP\u2019s \u201cnoncompliance\u201d with Trump\u2019s order.<br \/>After that, \u201c11 board members were lawfully removed, and remaining board members appointed Kenneth Jackson acting president,\u201d she said. \u201cRogue bureaucrats will not be allowed to hold agencies hostage. The Trump administration will enforce the President\u2019s executive authority and ensure his agencies remain accountable to the American people.\u201d<br \/>Jackson had been seen earlier Monday trying to get into the nonprofit\u2019s building.<br \/>Moose said the organization had been speaking with DOGE since last month, trying to explain its independent status. Speaking of Trump, he said, \u201cI can\u2019t imagine how our work could align more perfectly with the goals that he has outlined: keeping us out of foreign wars, resolving conflicts before they drag us into those kinds of conflicts.\u201d<br \/>DOGE has expressed interest in the organization for weeks but had been rebuffed by lawyers who argued that the institute\u2019s status protected it from the kind of reorganization that is occurring in other federal agencies. <br \/>On Friday, DOGE members arrived with two FBI agents but left after the institute\u2019s lawyer told them of USIP\u2019s \u201cprivate and independent status,\u201d the organization said in a statement that day.<br \/>Chief of security Colin O\u2019Brien said police on Monday helped DOGE members enter the building and that the private security team for the organization had its contract canceled.<br \/>The nonprofit says it was created by Congress in 1984 as an \u201cindependent nonprofit corporation,\u201c and it does not meet U.S. Code definitions of \u201cgovernment corporation,\u201d \u201cgovernment-controlled corporation\u201d or \u201cindependent establishment.\u201d<br \/>Also named in Trump\u2019s executive order were the U.S. African Development Foundation, a federal agency that <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\"         data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/usadf-iaf-doge-trump-executive-order-b9649617edae2a8346a7c393e245ef6e\">invests in African small businesses<\/a><\/span>; the Inter-American Foundation, a federal agency that invests in Latin America and the Caribbean; and the Presidio Trust, which oversees a national park site next to the Golden Gate Bridge in San Francisco.<br \/>The African Development Foundation, which also unsuccessfully tried to keep DOGE staff from <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\"         data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/usadf-iaf-doge-trump-executive-order-b9649617edae2a8346a7c393e245ef6e\">entering its offices in Washington<\/a><\/span>, went to court, but a <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\"         data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/doge-usadf-iaf-foreign-aid-senate-5937e87329c16c70623211e0ba9ed8f5\">federal judge ruled<\/a><\/span> last week that removing most grants and most staff would be legal.
