Ukraine war latest: US holds secret meeting with Russians on peace – as Kyiv and Moscow trade deadly attacks – Sky News

November 25, 2025 by quixnet

The White House says delicate details must still be sorted out for a peace deal. Earlier, a Ukrainian official said they broadly agreed to a peace proposal from Donald Trump’s administration. Volodymyr Zelenskyy could visit the US as soon as this week. Watch and follow live below.

Volodymyr Zelenskyy says his country is ready to move forward with the framework of the US-Ukraine peace deal, according to a Reuters report.
Citing a text of a speech it has seen, the news agency adds that the Ukrainian leader told the self-styled coalition of the willing that any security decisions about Europe must include Europe.
He also reportedly said:
US Army Secretary Dan Driscoll and the US delegation are now talking with the Russians, according to an American official, who has spoken to our US partner network NBC News.
There is optimism for the next step, the official said.
Ukrainian officials told the US they agreed to sign the revised peace plan, but Russia has not told them anything yet, the source also said.
Driscoll was the leading White House official who first presented the original US 28-point peace plan to Volodymyr Zelenskyy in Kyiv last week.
As we’ve been reporting, there were heavy Russian missile and drone strikes on Kyiv last night (see 07.03 post).
The total number of people killed in the strikes on the Ukrainian capital has now risen to seven, the State Emergency Service of Ukraine confirmed.
A further 21 people were injured, including one child, while emergency services rescued 18 people.
One of the most contentious issues in the initial US 28-point peace plan was Ukraine making territorial concessions to Russia, including the entirety of Crimea, Luhansk and Donetsk.
Below are the latest battlefield maps showing the territory held by both Ukraine and Russia.
Much of the current focus is on the key city of Pokrovsk, but the frontline stretches across the east of the country.
Russia’s Defence Ministry said this morning that its forces had captured the settlement of Ivanopillia in the Donetsk region, which lie around 35 miles (57km) northeast of Pokrovsk.
Our US correspondent Mark Stone says “measured scepticism” is the right way to view Ukraine’s reported peace plan agreement, as “we have been here before”.
He also points to Thanksgiving as a clear logistical problem for Volodymyr Zelenskyy who intends to travel to the US by the end of the month, according to his national security advisor.
“Interestingly, Thursday is the day that Donald Trump gave – Thanksgiving was the day he gave for a deal to be done.
“That was the phrase he used. I think what he means is [on] Thursday, he’d like to see clear intent, clear progress, and if Zelenskyy can provide him that, that would give Zelenskyy a whole load of credit with the White House.”

Prime Minister Sir Keir Starmer has been speaking virtually to the self-described coalition of the willing.
He says that Ukraine has proposed “some constructive changes”  to the peace proposal.
“I do think we are moving in a positive direction and indications today that in large part the majority of the text, Volodymyr is indicating, can be accepted,” Starmer says.
The coalition needs to prepare the planning and financing of Ukraine’s future armed forces so it could defend itself, the prime minster says.
“I urge colleagues on the call this afternoon to firm up their national commitments, because we need to ensure we have got the most robust capability, the most robust plans, on the table,” Starmer adds.
There will not be a “real” peace agreement in Ukraine for many months yet, despite today’s developments, a former US ambassador to Ukraine has said.
John Herbst told our presenter Jayne Secker the revised plan, reportedly made up of 19 points, has removed “most of the truly egregious things” dangerous for Ukraine’s security, after the “seriously flawed” initial US 28-point plan.
But today’s reports of a Ukrainian agreement to the new proposal are a repetition of what we saw yesterday, when the results of the Geneva meeting were shared, he says.
“I don’t think we’re going to see a real peace agreement for many, many months, because Russia doesn’t want a real peace agreement.”
“What Russia wants is Ukraine’s surrender,” Herbst adds.

It’s been a fast-moving day of developments as the diplomatic push to find an agreement on peace between Ukraine and Russia intensifies.
With the coalition of the willing now meeting, let’s take a moment to recap what’s happened so far today.
Ukraine supports ‘essence’ of deal
A Ukrainian official told Reuters that Kyiv supports the “essence” of the peace deal after talks with US officials in Geneva last weekend and subsequent negotiations.
The official added that Donald Trump and Volodymyr Zelenskyy will soon discuss some of the most sensitive outstanding issues.
That news came after Ukraine’s national security chief said Zelenskyy is expected to visit the US at the “earliest possible date” this month.
Rustem Umerov says the visit will be aimed at “completing the final stages” of a peace agreement with Donald Trump.
Starmer’s take on reports of deal
Meanwhile, Sir Keir Starmer was asked about the breaking news that Ukraine has agreed to a deal in the House of Commons, with the developing details still unclear.
The prime minister said he expects it could just be an update on the Geneva talks to revise the US peace plan, rather than a full and complete agreement.
But he acknowledged he would have to go away and check the latest news.

White House hails ‘tremendous progress’
In the last few moments, the White House said “tremendous progress” has been made towards a peace deal.
“There are a few delicate, but not insurmountable, details that must be sorted out and will require further talks between Ukraine, Russia and the United States,” press secretary Karoline Leavitt said.
What do we know about the deal?
Our international correspondent Alex Rossi and military analyst Michael Clarke have been explaining what we know about the deal.
Watch their analysis in the video below.
Keir Starmer and Emmanuel Macron are hosting a call now with members of the self-described coalition of the willing convening to discuss the Ukraine peace plan developments.
The coalition is a group of more than 30 countries that have committed to helping to enforce any peace deal.
We’ll bring you updates on the meeting as we get them.
Karoline Leavitt, the White House press secretary, has just posted on X with an update on the peace plan negotiations.
Here’s her post in full…
Over the past week, the United States has made tremendous progress towards a peace deal by bringing both Ukraine and Russia to the table. There are a few delicate, but not insurmountable, details that must be sorted out and will require further talks between Ukraine, Russia, and the United States.
