You can generally refuse to show ID or state your name when the law enforcement encounter is clearly voluntary. They can ask for your name, but you’re allowed to ask if you are being detained or arrested and walk away if the answer is no. Stay polite and nonconfrontational.
There is no legal duty in a consensual encounter to identify yourself. The report assesses the performance of the 50 U.S. states using 71 metrics across eight categories, such as education, economy and healthcare. 
Despite falling two spots, Florida still placed within the top 10 best states, nabbing the eighth slot on the ranking. The Sunshine State saw high scores in education and economy but tanked when it came to opportunity.
